Flutter + Python developer for a safety-critical EV rescue app

We built and run an offline-first mobile app that gives firefighters rescue procedures for electric vehicles at crash scenes. It covers 500 vehicles, it is live on iOS and Android, and it has real users. Now it needs someone to take it further while we go sell it. First job: every vehicle in the system is keyed by one identifier like, with no model-year dimension. But manufacturers publish different rescue sheets for different generations of the same car, and the cut zones move between generations. I need that gap closed end to end: data schema, ingestion, the online retrieval service, and the app UI. The upstream data source already tells us where the generation boundaries are. Nothing downstream honors them yet. Stack: Flutter/Dart (~25k lines, 41 test files), Python data pipelines (PyMuPDF, OpenAI API), Cloudflare Workers + Vectorize + R2. Windows dev environment.
