Architect Needed for 1,900 Sq Ft Basement Design & Permit-Ready Construction Plans

I am planning a complete finish of my approximately 1,900-square-foot unfinished basement and am looking for an architect to develop a comprehensive, permit-ready set of construction documents. I already have a conceptual floor plan and vision for the layout, but I need professional architectural services to refine the design, verify code compliance, and produce detailed drawings that can be used for permitting and construction. The project is expected to include multiple finished living spaces, bedrooms, a full bathroom, a wet bar, mechanical room modifications, storage areas, and other custom features. I am looking for a coordinated drawing set that provides sufficient detail for the various trades, including architectural, framing, electrical, HVAC, plumbing, fire sprinkler (if required), reflected ceiling plans, and any other drawings necessary to obtain permits and allow contractors to accurately bid and construct the project. My goal is to complete the design phase first, then use the finalized plans to solicit competitive bids from multiple contractors under a Design-Bid-Build approach. I am looking for an architect who can guide the project from the initial survey through permit-ready construction documents and assist with any revisions required during the permitting process. All drawings, calculations, and any other supporting design documents required for permitting or construction shall be reviewed and stamped by a licensed Professional Engineer (PE), where required by the applicable jurisdiction. The final deliverables should be suitable for permit submission and construction. Must be familiar with Maryland / Montgomery County MD code, laws, and regulations.
