Automated personalized video pipeline

We're a marketing agency, looking to build a fully automated video creation pipeline for cold outreach. We want to be able to send emails and dm's to a list of leads, and include a personalized video for each of them. The video needs to have custom text, custom brand colors based on a website url, and a custom voice-over. All the required data will be provided as .csv files. This final video will be 30 seconds long. The number of videos we need to produce will be starting at about 1,000 per week, and will grow from there. So what we need from you: A template based on our example video, where we can generate personalized versions of the video based on our input. We need you to decide on the right type of tools for this. An automated way to create a custom (Elevenlabs or similar) voice over and include it to the video. Host the final video in the cloud (open to suggestions). Put the final video link back into a .csv file which our email software can use. All of this would ideally run in the cloud, so we don't have to keep our computers running while the videos are generated. We would also like to get a basic cost estimate of cost per video based on everything specified. When the project is done, we need to be able to run it without technical expertise, so it should be a non-tech friendly solution once it's built.
