BYOD Bandwidth Manager

We need an Android app + backend that can identify and control network bandwidth on a per-app basis, on-device, controlled remotely. Core technical requirements: App usage monitoring - Identify which app or service (e.g., Instagram, YouTube) is generating network traffic on the device — classification based on destination (domain/SNI), not content inspection. Remote bandwidth throttling: Ability to cap bandwidth for a specific app, on a specific device, triggered and adjusted from a backend — in graduated stages (e.g., full speed → reduced speed → further reduced speed) based on configurable usage thresholds. Latency/delay injection - In addition to bandwidth capping, support artificially delaying packets for a targeted app, to degrade responsiveness independent of raw throughput. Persistence & tamper-resistance - App should run continuously in the background and require admin-level authorization to disable or uninstall.
