Brazilian animation reels producer

I am looking for an animator / reels creator for a series of humorous, quasi-educational videos. Each video will cover a serious topic, specifically in the legal field, but it should be presented in the funniest, most meme-driven way possible. I have a very specific reference example that shows exactly the style I am looking for. The only catch is that the reference is in Russian.
