We work with municipalities, schools, museums, libraries, cultural centres, and health and social service bodies — delivering not one-off projects but adaptable solutions that institutions can adopt one tool at a time. Hundreds of institutions already trust us. Everything we build is open-source with full ownership, so clients are never locked into a supplier. We understand the realities of the sector — budget cycles, accessibility requirements, procurement rules, and deadlines — and we work within them. ## The Role We’re looking for an independent contractor to help us grow our public sector client base across Greece. Our focus is direct-award work — engagements small enough that public bodies can commission them without a formal tender — so this is a relationship-first role. It is **not** grant writing, tender preparation, or cold-calling. You’ll be identifying the right people inside institutions, building genuine trust, and positioning Tobalt as the obvious choice before a need ever reaches a procurement notice. ## What You’ll Do - Identify and pursue new business with Greek public sector and publicly-funded organisations — municipalities, regional authorities, public bodies (ΝΠΔΔ and ΝΠΙΔ), schools, museums, libraries, and cultural institutions - Focus on direct-award–eligible work (απευθείας ανάθεση): small-value projects kept within the legal thresholds for services and ICT/digital work, where no open tender is required - Build and nurture relationships with mayors, deputy mayors, general secretaries, IT and digital-transformation officers, communications heads, and directors of public organisations - Represent Tobalt in introductory conversations and pitch settings - Work with our team to craft tailored proposals and scope outlines that fit within direct-award limits - Track pipeline and report on outreach activity and conversion weekly - Attend relevant sector events (local government, digital governance, culture) and leverage your existing network to generate warm intros ## What We’re Looking For - Proven BD or partnerships experience, ideally with the Greek public sector or an agency serving it - An existing network within Greek local government, public administration, or publicly-funded institutions is a strong advantage - Familiarity with how Greek public bodies commission digital services via direct award — and how to keep engagements within the legal thresholds - Confident communicator who can hold a conversation at director and elected-official level - Self-directed, organised, and comfortable working as an independent contractor within a small boutique setup - Based in Greece with strong local public sector knowledge; native Greek essential
