CAD Draftsperson Needed: Site Plan, Landscape Plan, and Water Improvement Plan in Costa Mesa

I need an experienced CAD draftsperson to prepare updated plan sets based on City comments and utility district requirements. The existing as built plans and site plan are available in CAD and PDF format as a starting point. Project Overview: - Four existing detached single family homes on one lot (built 1956), each with attached single car garage. - Lot is approximately 14,851 SF (135 x 110). - Zoned R2 HD, General Plan designation High Density Residential. No new construction. - This is an administrative condominium conversion requiring updated plans for the formal CUP and Tentative Tract Map applications. Deliverable 1: Updated Site Plan - 24x36, to scale, flattened PDF The City of Costa Mesa provided a detailed comment letter requiring the following on the site plan: 1. Show curb along Wallace Avenue frontage 2. Dimension from street centerline to property line and centerline to curb face 3. Show all city trees and street trees 4. Show existing drive approach with dimensions 5. Show parkway with dimensions (5 foot minimum on house side of common driveways) 6. Show guy wires if any 7. Show all easements on the property (will be provided from title report) 8. All open parking space dimensions (length, width) with 25 foot backout distance from all 90 degree parking stalls 9. All garage door locations and garage dimensions 10. All drive aisle widths throughout the site 11. Label all existing structures as "to remain" 12. Show pedestrian access and circulation paths from Wallace Avenue to each unit 13. Show bicycle storage locations (within garages) 14. Show all utility locations labeled: gas meters (G), electric panels (E), water meters (W), trash locations (T) 15. Note that individual dumpsters are used for trash service 16. Show visibility triangles at driveway entrance per CMMC 13 75(i) 17. Vicinity map 18. Legal lot description (will be provided) 19. Lot area in square feet 20. All property lines and dimensions 21. Setbacks from property lines and distances between buildings 22. Building footprints labeled as existing 23. Number of dwelling units classified by bedroom count (all four units are 2 bedroom & 2 bathroom) 24. Open space calculation with square footages 25. Area (SF) and percentage of lot devoted to driveway and open parking 26. Area of each building and total building area 27. Applicant name, phone, and email on the plan 28. Date exhibit prepared 29. Exhibit amendment block for tracking changes 30. North arrow 31. Scope of work description 32. Zoning district label: R2 HD 33. General Plan land use designation label: High Density Residential (HDR) 34. Label existing use 35. Location of structures on adjoining lots with notation of second story windows Deliverable 2: Preliminary Landscape Plan - 24x36, to scale, flattened PDF 36. Landscape summary table comparing provided materials vs code requirements 37. Tree count: 1 tree per 200 SF of landscaped area, 50% evergreen, 25% must be 24 inch box or larger 38. Shrub count: 1 shrub per 25 SF of open space, 60% minimum 5 gallon 39. Front setback landscaping shown 40. Raised 6 inch concrete curb separating driveways from landscaping 41. Parkway plantings Deliverable 3: Water Improvement Plan (WIP) for Mesa Water District - This plan MUST use Mesa Water District's title block template (.dwg file will be provided). Requirements: 42. Show existing 6 inch ACP water main in Wallace Avenue (15 feet west of street centerline) 43. Show two existing water meter locations 44. Show two proposed new water meter locations 45. Show proposed service lateral routing from existing main to each new meter 46. Include all 32 Mesa Water Standard Water Construction Notes on the plan (PDF will be provided) 47. Include Mesa Water signature block (plan check number left blank) 48. Include Mesa Water logo 49. Note approximate square footage of irrigation system on property Deliverable 4: Floor Plans - 24x36 or 8.5x11, to scale, flattened PDF - I will provide these 50. Updated existing floor plans for each of the four units showing water fixture locations (for Mesa Water fixture count reference) Deliverable 5: Elevations (24x36 or 8.5x11, flattened PDF) 51. Existing elevation drawings or formatted elevation photos for all four sides (east, west, north, south) What I Will Provide: - Existing as built site plan (CAD and PDF) - Existing floor plans (CAD and PDF) - Overhead measurements and site photos - Title report with legal description and easements - Mesa Water .dwg title block template - Mesa Water Standard Construction Notes PDF - Mesa Water WIP template PDF - City of Costa Mesa Pre Application Review comment letter - City redlined site plan - Property photos (front, sides, rear, utilities, parking, landscaping) Format Requirements (from the City): - Plans must be drawn to scale with graphic scale on each sheet - Maximum 24 x 36 inches for plans, 8.5 x 11 for documents - All files must be flattened PDF format - File names: document type, project address, date (example: - SitePlan_1835WallaceAve_2026.08.18) - File names cannot exceed 140 characters Timeline: I need all deliverables completed as soon as possible I am looking for someone who can follow detailed instructions, work from existing CAD files, and produce clean plans that will pass City review on the first or second submittal. Experience with Costa Mesa or Orange County jurisdictions is a plus but not required. I will help with getting any site information if needed as well.
