CRE Strategist: Project Discovery & Concept Feasibility Study (Talatona, Luanda, Angola)

We are seeking an experienced Commercial Real Estate (CRE) Analyst / Property Strategist to conduct a comprehensive Project Discovery and Concept Feasibility Study for a premium plot of land in Luanda, Angola. Important Note: I am an independent landowner with a prime asset but zero previous real estate development experience. I need a patient, seasoned expert who can guide me through this initial project discovery phase in clear, "baby steps" language. We own a 4,200 square meter plot located in Talatona—widely recognized as Luanda's premier high-end corporate, commercial, and affluent residential hub. Our primary goal is to maximize our Rate of Return (ROI) while keeping initial construction and structural costs optimized. While a stable, long-term rental income model is preferred, we are completely open to alternative commercial models, including a leased single-tenant project or a high-margin, self-run commercial business that heavily capitalizes on this prime location. We are going into this project with a completely blank canvas and an open mind. We want an objective expert to analyze the local Talatona market, identify commercial gaps, and propose the absolute best project concept for this specific plot. It could be a mixed-use commercial center, a specialized single-tenant corporate lease, an innovative medical/wellness hub, or a high-margin self-run business that we haven't even thought of yet. Scope of Work Required: 1. Market & Demographics Assessment: Analyze the micro-location advantages of Talatona to determine what type of real estate or commercial business is currently experiencing the highest demand and lowest localized supply. 2. Multi-Concept Exploration: Propose and compare 3 completely distinct development concepts that could fit on our 4,200 sqm plot (ranging from traditional multi-tenant rental structures to single-tenant leased concepts or lucrative self-run businesses). 3. High-Level Financial & Complexity Matrix: For each of the 3 proposed concepts, provide a high-level estimate of Construction Complexity/Cost Category vs. Projected Return on Investment Potential. Please factor in cost-effective building methods like Pre-Engineered Steel (PEB) where applicable. 4. The Winning Recommendation: Provide a clear, data-backed recommendation on which single project type gives a beginner the lowest execution risk, best cash-flow potential, and highest overall return. 5. Phase 2 Roadmap: Outline what our next immediate steps should be (e.g., architectural sizing, detailed 10-year proforma modeling) once we pick the winning concept from your study. Candidate Requirements: * Proven experience in real estate market research, concept creation, or Highest and Best Use (HBU) underwriting. * Deep understanding of Sub-Saharan African property markets (Direct experience or deep familiarity with the Luanda/Angola market is a massive advantage). * Ability to translate complex real estate and business data into simple, actionable, and visual advice for a first-time developer. * Excellent English communication skills.
