California CEQA Consultant — Noise, Air Quality & GHG/Energy (Class 32 Infill, Santa Rosa)

California CEQA technical specialist needed to prepare three analyses supporting a Class 32 Infill Exemption for an 8-lot single-family subdivision (18 units incl. ADUs/JADUs) at 3790 Coffey Lane, Santa Rosa, CA: (1) Noise & vibration, including up to two short-term ambient measurements on-site; (2) Air Quality using CalEEMod v2022.1 plus an AERMOD construction-period diesel particulate health risk assessment; (3) GHG & Energy against Bay Area Air District performance thresholds, CARB 2022 Scoping Plan, and Santa Rosa Climate Action Plan. Deliverables: draft (MS Word) and final (PDF) suitable for City of Santa Rosa review. HARD REQUIREMENTS — do not apply unless you meet all of these: • You have personally authored CEQA technical analyses that were accepted by a California lead agency. Name the projects and agencies. • Hands-on CalEEMod (v2022.x) modeling experience — describe a recent run you built. • Hands-on AERMOD health risk assessment experience for a CA project. • Working knowledge of current Bay Area Air District CEQA Guidelines and significance thresholds. • Ability to perform on-site short-term noise measurements in Santa Rosa, CA (state your location / how you'll cover the field component). In your first sentence, name one Class 32 (or comparable CEQA exemption/IS-MND) project you completed and the lead agency. Applications that don't address all five requirements and the screening sentence will be declined without review.
