Capture Manager for Government Contracts

We are seeking an experienced and results-oriented Capture Manager to support our strategic growth initiatives and position the company for future federal, state, and local government contracting opportunities. This role designed for a professional with a proven track record in government contracting, business development, and capture management. The Capture Manager will play a key role in identifying, qualifying, and pursuing new contract opportunities that align with the company's capabilities, strategic objectives, and growth targets. Working closely with company leadership, the consultant will help establish and maintain a robust pipeline of opportunities, develop capture strategies, build relationships with key stakeholders, and support proposal development efforts as opportunities mature. Key Responsibilities Opportunity Identification and Qualification • Conduct ongoing market research to identify upcoming government contracting opportunities at the federal, state, and local levels. • Monitor procurement forecasts, agency procurement plans, contract vehicles, and industry intelligence sources to identify potential business opportunities. • Evaluate opportunities against company capabilities, past performance, competitive positioning, and strategic objectives. • Maintain and regularly update an opportunity pipeline, including opportunity status, timelines, win probability assessments, and recommended pursuit strategies. Capture Strategy Development • Develop and execute capture plans for targeted opportunities from pre-solicitation through proposal submission. • Analyze customer missions, requirements, budgets, acquisition strategies, and procurement trends. • Conduct competitive assessments to identify incumbent contractors, likely competitors, teaming arrangements, and differentiators. • Develop win themes, discriminators, and positioning strategies to enhance the company's competitiveness. • Advise leadership on bid/no-bid decisions based on opportunity analysis and resource considerations. Relationship Management and Business Development • Establish and maintain professional relationships with government agency representatives, contracting personnel, program offices, and industry stakeholders. • Identify, evaluate, and cultivate strategic teaming partners, subcontractors, and joint venture opportunities. • Represent the company at industry events, conferences, networking functions, and government outreach activities as appropriate. • Facilitate introductions and meetings that increase company visibility and strengthen market presence. Proposal Support • Collaborate with proposal managers, technical subject matter experts, and company leadership to support proposal development activities. • Assist in gathering customer intelligence, developing proposal strategies, and contributing to proposal content as needed. • Support proposal reviews, compliance checks, and competitive assessments. • Provide strategic guidance throughout the proposal lifecycle to ensure alignment with capture objectives and customer priorities. Strategic Planning and Growth Support • Advise company leadership on market trends, procurement forecasts, emerging opportunities, and competitive positioning. • Assist in developing long-term growth strategies within targeted agencies, contract vehicles, and market sectors. • Recommend investments, partnerships, certifications, and capability enhancements that improve the company's ability to compete for future opportunities. • Contribute to the development of marketing materials, capability statements, and customer-facing business development assets. Reporting and Communication • Provide regular updates regarding pipeline status, business development activities, opportunity assessments, and capture progress. • Prepare reports and briefings for company leadership regarding strategic opportunities and pursuit recommendations. • Maintain organized records of customer interactions, opportunity intelligence, and capture activities. Qualifications • Demonstrated experience in government contracting, capture management, business development, or federal sales. • Proven ability to identify, qualify, and capture government contract opportunities. • Strong understanding of federal acquisition regulations (FAR), government procurement processes, and contract vehicles. • Established network within government agencies and/or government contracting industry preferred. • Experience supporting proposal development and strategic teaming efforts. • Excellent communication, relationship-building, analytical, and organizational skills. • Ability to work independently and provide strategic recommendations. • Fluency in English is required. Success Measures Success in this role will be measured by the development of a qualified opportunity pipeline, establishment of strategic customer and partner relationships, successful positioning of the company for future procurements, contribution to proposal efforts, and overall support of the company's government contracting growth objectives.
