No-Code App for Family Status Monitoring

I am looking for a no-code or low-code developer to build a simple mobile-friendly application that allows family members to check the current status of an elderly relative. The most important feature is this: When an authorized staff member updates the status of a person, that person’s son, daughter, or another approved family member should be able to log in and immediately see the update. User Roles The application should have two main user roles: 1. Staff / Administrator The staff member should be able to: log in securely; see a list of registered people; select a person; update their current status; add a short note; record the date and time of the update; view previous updates; mark the person with one of several statuses, such as: Everything is fine Contact completed Needs attention No response Family should be contacted 2. Family Member The family member should be able to: log in securely; see only their own relative’s information; view the latest status; see the date and time of the latest update; read a short note; view recent status history; receive an email or notification when an important status is added, if this can be included within the budget. Example A staff member updates the status: Status: Everything is fine Time: 10:15 Note: She was in a good mood and said she was feeling well today. The authorized son or daughter should immediately be able to see this information in the application. Important Requirements Each family member must see only the information connected to their own relative. The application must have secure login and role-based access. It should work well on both mobile phones and computers. A mobile-friendly web application is acceptable. The first version does not need to be published in the Apple App Store or Google Play. The design should be simple, clear, and easy to use. The application should be suitable for users who are not technically experienced. All accounts, databases, and project ownership must be transferred to me at the end of the project.
