Create conversion to 3D IFC objects from 3D point cloud objects as python code

Summary

I have many manually annotated 3d point clouds, and in each 3D point cloud I have thousands of distinct objects (walls, ceilings, and other BIM types), and each my object is a set of 3D points. I need help to create software that converts my 3D points objects into IFC object. QnA: 1. I need first to create rules and after that write python code/program that automatically creates 3D models. 2. These rules and code need to replace manual creating of IFC 3D models / converting to IFC format.
