Crypto currency creation

I'm wanting to create a cryptocurrency that has 100 million units without the ability for units to be split or new units to be created. I want it to have a low energy cost per verification and have rapid transaction time with built-in security. Additionally, I want there to be a whale sale prevention that would stop someone with of the large share of the currency from dumping it into the market and rapidly devaluing the currency. I want it to be an independent cryptocurrency not operating using another currency system. It can replicate components of other currencies, but I don't want it to be one of these that's built piggybacking off of something like Ethereum. Out of the 100 million units 25 million should be an existence and available for trading as a time of release but the other 75 million should be paid out in exchange for facilitating transactions and mining the cryptocurrency
