Devices and social media got hacked, and So I want help to resolve this issue

Hello, My friend was the victim of a cyberattack about two months ago. It started when his Instagram account was compromised. While trying to determine what had happened, he discovered that several of his social media accounts, including WhatsApp, Snapchat, and Instagram, appeared to have been compromised and monitored. While seeking assistance, his Upwork account was also unexpectedly blocked. Since then, his Android phone and WhatsApp have been behaving unusually. He has experienced suspicious activity involving his accounts, unauthorized access attempts, spam messages, and unknown WhatsApp contacts reaching out to him. It appears the attacker gained access to his contacts, emails, and one-time passwords (OTPs). The attacker also enabled a third-party two-factor authentication service (Duo Security) on his Instagram account, preventing him from regaining access. This has become an ongoing case of cyber harassment, and we are looking for help to secure his accounts and recover his Instagram account. We are seeking assistance from a reputable and legitimate cybersecurity professional or ethical hacker who specializes in incident response and account recovery.
