End-to-End RFP/ Government Contract Writer – Scope of Services The End-to-End Government Contract Writer shall provide comprehensive proposal development, technical writing, and contract acquisition support services for federal, state, local, educational, transportation, and special district solicitations. The Contractor shall manage the full proposal lifecycle from opportunity identification through contract award and post-award transition. Services include, but are not limited to: Identifying and evaluating government contracting opportunities through procurement portals and bid notification systems. Reviewing Requests for Proposals (RFPs), Requests for Qualifications (RFQs), Invitations for Bid (IFBs), and related solicitation documents. Conducting compliance reviews and developing proposal outlines, compliance matrices, and submission schedules. Writing, editing, and coordinating technical, management, operational, staffing, quality assurance, safety, and past performance narratives. Developing executive summaries, cover letters, pricing narratives, resumes, organizational charts, and supporting proposal documentation. Coordinating with subject matter experts, operational staff, and executive leadership to gather required information. Managing proposal production, formatting, graphics coordination, and final quality assurance reviews. Ensuring all submissions comply with solicitation requirements, evaluation criteria, page limitations, and submission deadlines. Preparing subcontractor participation plans, small business utilization plans, DBE/MBE/WBE/LGBTBE/Veteran participation documentation, and required certifications. Assisting with pricing strategies, cost narratives, and contract-specific pricing responses. Managing proposal portals and electronic submissions, including SAM.gov, Bonfire, PlanetBids, BidNet, OpenGov, and agency-specific procurement systems. Supporting contract negotiations, clarification requests, best and final offers (BAFOs), and interview preparation. Assisting with post-award transition activities, contract document review, kickoff planning, and implementation support. Maintaining proposal libraries, past performance databases, resumes, templates, and reusable content repositories. The Contractor shall possess demonstrated experience in government procurement processes and a proven record of developing winning proposals for public-sector contracts. Experience with security services, public safety, technology integration, facilities services, event security, transportation agencies, educational institutions, and municipal government contracts is preferred. Deliverables may include complete proposal packages, compliance matrices, proposal schedules, technical narratives, pricing narratives, executive summaries, interview presentations, oral presentation materials, and post-award transition documentation.
