Excel Power Query Commercial Invoice Generator from Fixed PDF Export

We have a legacy system called Y2 that generates commercial invoice PDFs. The PDF format cannot be changed. Today, our logistics team takes the Y2 PDF, runs it through a free PDF-to-Excel converter, and then manually cleans the Excel file into the final commercial invoice format. We want to eliminate as much of that manual cleanup as possible. We are looking for an Excel / Power Query expert to build an Excel-based Commercial Invoice Generator. The tool should allow a non-technical logistics user to: 1. Save the Y2 PDF in a folder or select the PDF file. 2. Open the Excel template. 3. Click Refresh. 4. Generate a clean final commercial invoice in the required Excel format. 5. Review validation checks before using the file. We will provide: - Original Y2 PDF commercial invoice - Raw Excel file currently produced by the PDF converter - Final cleaned Excel file currently produced manually The tool must: - Import or extract the data from the Y2 PDF - Extract the product line-item table - Remove repeated page headers, page subtotals, blank rows, and non-product rows - Normalize the columns into a clean structured table - Recreate the final commercial invoice layout - Apply business rules such as fee calculations and fixed invoice wording - Validate quantity totals, product subtotal, fees, and final invoice total - Clearly flag exceptions if totals or required fields do not reconcile The goal is not just to convert PDF to Excel. The goal is to generate the final commercial invoice format automatically from the Y2 PDF, with validation controls. The first milestone is a proof of concept using one invoice. Success means the tool can reproduce the final commercial invoice from the original PDF, or clearly identify which parts require manual review.
