Experienced Public Health / Government RFP Writer & Proposal Manager (End-to-End Submission)

We are a California-based advertising and marketing agency specializing in public health outreach, prevention campaigns, and community engagement. Our clients include county and local public health departments, government agencies, and mission-driven organizations. We are seeking an experienced RFP / Proposal Writer & Manager who can support the full proposal process from development through submission for government and public sector opportunities. This is not just a writing role — we need someone who can help manage timelines, compliance requirements, supporting documents, and submission portals. Experience Level: Intermediate to Expert only with a minimum of 3–5 years of direct experience writing and managing government/public-sector proposals. Relevant Experience Required: You should have demonstrated experience with: Government, county, state, or public sector RFPs/RFQs/RFP responses Public health, healthcare, behavioral health, HIV/STI prevention, community outreach, or health communications (strongly preferred) Proposal writing for marketing, advertising, media, communications, outreach, or consulting services Managing proposal compliance requirements and submission logistics Responsibilities: Review RFPs/RFQs and identify requirements, scoring criteria, and compliance needs Create proposal outlines, content plans, and timelines Draft, edit, and refine proposal responses Coordinate with our internal team to gather resumes, case studies, budgets, references, certifications, and required documentation Develop persuasive, well-structured narratives tailored to evaluation criteria Ensure proposals are compliant, complete, and submission-ready Submit proposals through government procurement portals when needed Ideal Candidate: Strong writer with proposal/project management experience Detail-oriented and highly organized Able to work independently and manage deadlines Familiar with government procurement systems and submission requirements Strategic thinker who can help improve win probability, not just edit text To Apply Please include: A brief overview of your relevant proposal/RFP experience Examples of government/public sector proposals you’ve worked on (public health preferred) Whether you manage full submissions or writing only Typical pricing structure (hourly or fixed fee) Your availability and turnaround time Please include the phrase “Public Health RFP” in your proposal so we know you read the posting.
