Expert Motion Graphics Editor for High-End National Digital Transformation Film (90–120 seconds)

The project We're producing a 90–120 seconds cinematic opening film for a national digital-government programme. This is not a corporate explainer or a product demo, it's a vision film in the spirit of an Apple Keynote opening, the Dubai Future Foundation, and Estonia's e-Government films. Restraint, elegance, and emotional build are everything. We have a complete, locked script (attached) with scene-by-scene direction, voiceover lines, and on-screen typography. We need an expert motion designer to bring it to life end-to-end. The aesthetic - Minimal, premium, "less is more". Apple-level restraint - Elegant motion graphics and kinetic typography over dark backgrounds - No clip-art icons, no glowing maps, no clichéd "tech" visuals - Real human moments intercut with abstract, beautiful system motion - A musical and visual arc that starts quiet and builds to a peak Scope of work (full production - you source everything) - Translate the script into a storyboard / animatic for sign-off - Design and animate all motion-graphics sequences and typography - Source and license all stock footage for the live-action moments - Source and license the music track - Sound design (paper, printer, stamp, ticking clock, etc.) and final mix - Deliver a polished, broadcast-quality film Deliverables - 1× final film, 90–120 seconds, 16:9 horizontal, 1920×1080 (1080p). - Editable project files and a list of all licensed assets Budget & licensing This is a fixed-price project. Your quote must include all stock footage, with full commercial and broadcast rights transferred to the client. Please do not quote licensing as a separate add-on. Who we're looking for - A strong video of cinematic, brand, or vision films, not explainer/whiteboard work - Mastery of motion graphics and kinetic typography (After Effects or equivalent) - A refined sense of pacing, music sync, and visual restraint - Experience with government, institutional, or premium-brand films is a strong plus - Able to manage AI voiceover, music, and footage licensing independently.
