Expert opinion letter — transportation / smart cities professor (EB-1A immigration)

I am seeking an independent expert to write a professional opinion letter in support of an EB-1A extraordinary ability immigration petition. The letter should come from a professor, researcher, or senior practitioner with recognized standing in transportation infrastructure, asset management, or smart cities / intelligent transportation systems (ITS). About the petition The beneficiary is a resident consultant overseeing a $32M enterprise asset management system (EAMS) implementation for a U.S. state DOT, and concurrently performs Class IV structural reviews of telecommunications towers across 42 states.
