Federal GovCon Capture & Proposal Specialist – Part-Time

Federal GovCon Capture & Proposal Specialist – Part-Time Transition Consulting is seeking an experienced Federal Government Contracting Capture & Proposal Specialist to work with our existing team on a part-time, long-term basis. We are not looking for a general virtual assistant or someone who is simply familiar with SAM.gov. We need someone with hands-on federal contracting experience who understands the acquisition process and can help us identify stronger opportunities, make better pursuit decisions, and improve our proposals. Key Responsibilities Review SAM.gov and identify opportunities aligned with our capabilities and certifications Evaluate Sources Sought, RFIs, RFQs and RFPs Provide concise GO/NO-GO recommendations Review solicitations and develop compliance matrices Identify proposal requirements, risks, gaps and evaluation criteria Support technical, management, staffing and past-performance sections Research agencies, incumbents and potential competitors Identify and research teaming partners Support capture strategy and business development Review proposals and recommend improvements before submission Work with our existing coordinator, who handles administrative tracking, documentation and proposal coordination Required Experience We are looking for candidates with demonstrated experience in: U.S. federal government contracting SAM.gov Federal proposal development FAR and federal acquisition processes Compliance matrices Capture and opportunity qualification RFIs, RFQs, RFPs and Sources Sought Past-performance submissions Small-business federal contracting Experience as a former federal Contract Specialist/GS-1102, Proposal Manager, Capture Manager, acquisition professional, or experienced federal contractor is especially valuable. Initial Engagement We plan to start at approximately 5–10 hours per week. The initial 60 days will serve as an evaluation period, with the opportunity to continue and potentially expand the engagement if there is a strong fit.
