Federal Government Proposal Manager & Compliance Expert: RFP Review and Content Repository Setup

We are a growing federal contractor preparing to submit a high-stakes proposal for a US Federal Government contract. We are seeking an experienced Federal Proposal Manager / GovCon Specialist to perform a rigorous compliance audit on our current drafts and help us build a scalable proposal foundation for future bids. The ideal specialist understands that missing a single instruction in Section L or misinterpreting an evaluation factor in Section M means an automatic "No-Go." We need someone to ensure our submission is 100% compliant, highly compelling, and structurally flawless. Key Responsibilities: Compliance Matrix & Gap Analysis: Conduct a thorough, line-by-line review of our draft proposal against the RFP (specifically Sections C, L, and M) to build an airtight compliance matrix. Artifact Optimization: Review and polish our Capability Statement and past performance write-ups to ensure our "Win Themes" align perfectly with agency expectations. Red Team Style Review: Act as a critical evaluator to catch technical errors, formatting inconsistencies, or ambiguous language before final submission. Content Repository Setup: Help us organize our compliant text, graphics, and technical boilerplate into a reusable RFP Content Repository to streamline future bid responses. What We Are Looking For: Proven track record with US Federal Government procurement (agencies like DoD, HHS, DHS, GSA, HUD, etc.). Deep expertise in stripping RFPs, drafting compliance matrices, and source selection criteria. An absolute perfectionist with an eye for strict formatting, page limits, margins, and submission protocols. Strong collaborative communication skills—able to provide direct, actionable feedback on our drafts.
