We maintain fully verified, active corporate federal credentials—including an active SAM.gov registration and CAGE code—and are partnered with Tier 1 specialty manufacturers. Having successfully cleared our foundational technical architectures, we are immediately onboarding a dedicated, expert Federal Proposal & Bid Manager to act as our primary gatekeeper for federal government contract acquisitions.POSITION SCOPE & OBJECTIVE:This is a 100% remote, independent contractor (1099) position. You will not be traveling or conducting field sales. Instead, you will sit at the absolute center of our federal pipeline, taking total ownership of identifying, analyzing, and writing technical responses for active VA schedule opportunities, Requests for Proposals (RFPs), and Lovell Government Services distribution bids. You will act as the operational bridge between our 6-person global engineering/operations team and federal contracting officers.CORE DUTIES & RESPONSIBILITIES:Portal Management: Continuously monitor and manage our active federal procurement pipelines inside SAM.gov, VA FSS, and designated government vendor portals.Technical Proposal Writing: Draft, format, and compile highly competitive, compliant, long-form technical responses to federal RFQs and RFPs. You will translate our systems' features—including Integration Middleware, Healthcare Interoperability (HL7/FHIR), Cybersecurity/Data Governance, and Clinical Analytics—into rigorous government bid requirements.Teaming & Subcontracting Coordination: Structure, review, and manage federal Teaming Agreements alongside our corporate legal counsel to safely utilize enterprise subcontractors (e.g., AWS GovCloud, Redox) as part of our prime contractor bids.Cross-Functional Collaboration: Coordinate directly with our 3 aerospace engineers and 2 operations executives inside Microsoft 365/SharePoint to gather technical data sheets, compliance metrics, and architectural parameters required for submissions.REQUIRED QUALIFICATIONS:Proven track record (3–5+ years) of successfully writing and winning federal contract awards, specifically within the Department of Veterans Affairs (VA) or Defense Health Agency (DHA) networks.Deep operational familiarity with the Federal Acquisition Regulation (FAR), VA Federal Supply Schedules (FSS), and SDVOSB procurement rules.Exceptional technical writing ability with experience in Health IT, SaaS, data warehousing, or high-consequence industrial engineering frameworks.Strong knowledge of FedRAMP High, HIPAA, and federal cybersecurity data governance standards.COMPENSATION:Independent 1099 Contract. Competitive contract-based project rates or ongoing retainer-plus-commission-per-win structures, explicitly negotiable based on verifiable past performance and win history.
