We are seeking a seasoned aviation finance and strategy consultant to develop a comprehensive investment memorandum, detailed business plan, and integrated financial forecasting model for a regional airline pursuing long-term institutional funding. The assignment requires the preparation of financing documentation suitable for review by development-focused lenders and impact investment institutions. This engagement goes beyond producing a standard business plan. The selected consultant will be expected to deliver a robust analytical package capable of supporting extensive financial, operational, and commercial due diligence. Project Background Our organization is evaluating a significant capital raise to support fleet expansion, network growth, and operational scaling. Existing information, including strategic documentation, historical financial records, fleet data, and supporting operational materials, will be provided as source inputs. The final outputs should present a clear investment case and demonstrate the airline's ability to generate sustainable growth while meeting debt obligations under multiple operating scenarios. Key Responsibilities • Conduct a detailed assessment of passenger and cargo market opportunities across domestic, regional, and targeted international markets. • Develop a phased route expansion strategy supported by traffic assumptions, competitive positioning, and revenue projections. • Prepare an operational framework covering fleet deployment, utilization assumptions, staffing requirements, maintenance planning, and airport-related expenses. • Build a dynamic five-year financial model incorporating: Income statements Balance sheets Cash flow statements Key operating assumptions Sensitivity testing Best-case and downside scenarios • Evaluate capital requirements and propose an appropriate financing structure, including repayment capacity analysis and debt coverage metrics. • Identify material business risks and recommend mitigation strategies. • Prepare governance, sustainability, and socioeconomic impact sections aligned with the expectations of development-oriented investors. Expected Deliverables • Comprehensive aviation business plan suitable for external financing discussions. • Fully editable integrated financial model with transparent assumptions and calculation logic. • Executive-level investment summary designed for prospective funding institutions. • One consolidated revision cycle following stakeholder feedback.
