Fractional CFO - Request for Quotes Position Type: Part-Time / Fractional Independent Contractor Reports To: Executive Director Position Summary The CFO/Senior Financial Advisor serves as a strategic financial advisor to the Utah Lake Authority, providing executive-level guidance on budgeting, financial planning, fiscal policy, internal controls, and long-term financial sustainability. The Senior Financial Advisor works closely with the Executive Director and Deputy Director to strengthen financial management practices, evaluate organizational risks and opportunities, and ensure the Authority remains financially well-positioned as it grows. Primary Responsibilities Financial Strategy & Planning Advise leadership on the Authority's long-term financial strategy and sustainability. Assist with development of annual budgets and long-range financial forecasts. Evaluate the financial impacts of proposed legislation, grants, appropriations, and major initiatives. Provide recommendations regarding reserves, cash flow, indirect cost recovery, and funding strategies. Financial Oversight Review monthly financial statements and budget performance. Advise on financial controls and risk management. Review accounting practices for compliance with governmental accounting standards. Provide guidance during annual audits and financial reporting processes. Policy & Organizational Development Advise on financial, procurement, travel, purchasing, and investment policies. Recommend improvements to financial procedures and internal controls. Support development of scalable financial systems as the Authority grows. Executive Advisory Serve as financial advisor to the Executive Director, Deputy Director & Governing Board. Assist with financial presentations & budget discussions with the Board and Legislature. Provide financial analysis for major contracts, capital projects, and funding opportunities. Preferred Qualifications Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or related field (Master's preferred). Certified Public Accountant (CPA) strongly preferred. Ten or more years of progressively responsible financial management experience. Experience serving as a CFO or senior financial executive for a governmental entity, special district, public authority, municipality, or similar organization. Knowledge of governmental accounting, budgeting, grants management, and public finance. Desired Knowledge & Skills Governmental accounting (GAAP/GASB) Budget development and financial forecasting Grant and federal funding compliance Internal controls and financial risk management Public procurement and contracting Excellent communication and executive advisory skills Typical Time Commitment Approximately 8–20 hours per month, with additional time available during budget preparation, audit season, legislative session, or other major financial initiatives.
