GAO Bid Protest Intervention - BPA Award - Legal Counsel Needed

Viderity, Inc., a federal IT contractor, requires immediate legal counsel for a GAO bid protest intervention. We were awarded a BPA under NSF Solicitation 49100426R0002 (OLPA communications support, WOSB set-aside). A protester filed at GAO on July 16, 2026, challenging our past performance rating, technical evaluation, and the best-value analysis. We need an experienced bid protest attorney to advise on intervention strategy and represent us in GAO proceedings. Phase 1: Strategy & Legal Opinion (Due Monday, July 21) Deliverables: —Review redacted protest filing and provide preliminary legal advice on merits and exposure —Advise on intervention timing, protective order admission, and filing requirements —Confirm our understanding of CICA stay request and performance start implications (September 1, 2026) —Clarify notice timing and clock start given EPDS filing vs. public docket visibility —Written strategy memo (2-3 pages) with risk assessment —Firm quote, staffing plan, and fee structure for Phase 2 —Conflicts confirmation Fee: Fixed fee for Phase 1 deliverables. Phase 2: Intervention Filing & GAO Representation (Optional) Deliverables: —Draft and file intervention pleading with GAO —Protective order admission request —Supplemental briefing as required —Ongoing case management and client updates Fee: Capped T&M, rate and cap structure to be negotiated after Phase 1 review and scope confirmation. Timeline Phase 1 quote and strategy due Monday, July 21, 2026. GAO docket posting expected within days; Phase 2 engagement decision and intervention filing will follow immediately upon docket assignment. Required Qualifications —Minimum 5 years' experience with GAO bid protests —Demonstrated expertise in CICA stay analysis and federal acquisition law —Ability to move quickly with minimal onboarding —Admitted to practice before federal courts or GAO (or equivalent authorization) Conflict Check Required You must confirm no conflicts with: Red Carrot, Inc. (protester), N-Touch Strategies, VMD Corp/Celerity Government Solutions, Xcelerate Solutions, or Ventana Productions.
