Google PPC Improvement + Revamp

Currently have 2 ad campaigns that have a decent CTR, but am seeing no conversions or submissions on the actual client. Background: -Dental consulting company that does: 1. KPI benchmarking 2. Peer-to-Peer analysis 3. Supplier Savings -Currently have 2 ad campaigns. -Decent CTR, and CPC, but no actual conversions. I am concerned if I'm reaching the target audience / don't have good enough copy. What I'm looking for: Substantial improvement to current ad campaigns (currently have 2 of them), aswell as more ad campaign creation. Talent requirement benchmarks: -Experience with creating successful google PPC campaigns, with prior positive client results. -Expertise in increasing conversion rate through PPC ad campaigns -Experience within the dental and/or consulting space (preferred) -Proposal with clear direction and process, as well as # of deliverables.
