24/7 U.S. Government Answering Services – Agency/JV Delivery Partner Needed

Project Overview We are a U.S.-based company preparing to pursue a public-sector answering-services contract with a U.S. housing authority. We are seeking an established international call center, answering-service company, or BPO agency to partner with us as the primary operational delivery partner for this opportunity. Our company will serve as the U.S.-facing prime contractor / joint-venture lead, managing the client relationship, contracting, compliance coordination, invoicing, and overall contract administration. The selected delivery partner will be responsible for providing the personnel, call-center operations, technology, supervision, quality assurance, reporting, and day-to-day service delivery required by the contract. This is not a short-term freelance assignment. We are looking for an agency interested in developing a serious, long-term partnership for this contract and potentially additional U.S. government and institutional contracts. Estimated Contract Value The contracting agency has not published a specific contract budget or guaranteed contract value. For planning and partner discussions, we currently estimate the opportunity at approximately: Estimated initial 24-month value: $150,000–$300,000 USD Estimated potential 5-year value, if all contract options are exercised: $375,000–$750,000 USD These figures are planning estimates only and are not guaranteed contract values. The actual contract value will depend on final pricing, call volume, service requirements, negotiated rates, and the number of option years exercised. Contract Duration The anticipated government contract structure is: Initial term: 24 months Three additional 1-year option periods Maximum potential relationship: 5 years We are therefore particularly interested in agencies that can support a stable, scalable, multi-year engagement. Scope of Work The selected partner must be capable of providing professional live-agent telephone answering services for maintenance emergencies and resident-related inquiries. Core Operational Requirements The agency must be capable of: Providing live-agent telephone answering coverage 24 hours per day, 365 days per year, including weekends and U.S. holidays. Providing continuous after-hours coverage outside the client's normal business hours. Answering every call using professional agents. Operating without voicemail-only answering, automated attendants, or phone-tree-only solutions. Ensuring callers are not placed on hold for more than three minutes. Using customized scripts and procedures approved by the government client. Accurately documenting each call. Following specific emergency escalation and staff-notification procedures. Maintaining detailed records of all calls, messages, notifications, and escalation attempts. Retaining records for a minimum of two years. Providing multilingual support and/or interpreter services. Maintaining sufficient staffing during weekends, holidays, severe weather, power outages, emergencies, and unusually high call-volume periods. Scaling operations if the client adds additional properties, programs, departments, or telephone lines. Information Agents Must Capture Agents will generally be required to document information such as: Caller name Caller telephone number Property address Unit number Detailed description of the issue Type of maintenance emergency or resident concern Actions taken Staff member notified Escalation attempts Resolution or disposition information, where applicable Typical call categories may include issues such as: Flooding Plumbing No water HVAC problems Electrical emergencies Fire-related concerns Lost keys Maintenance emergencies Other resident or property-related issues Reporting Requirements The agency must have a professional reporting platform or process capable of producing monthly, quarterly, and annual reports. Reports may include: Total calls offered Total calls answered Abandoned or lost calls Average speed to answer Average call duration Calls by issue category Calls requiring escalation Staff notifications Non-English calls Languages requiring interpretation Other operational and quality metrics The agency must also maintain secure systems for documenting, storing, and transmitting caller information. Minimum Agency Qualifications Please apply only if your organization can demonstrate most or all of the following: 1. Relevant Experience Minimum 3 years of experience providing one or more of the following: Telephone answering services Call center services Emergency dispatch Property-management answering services After-hours support Government customer service Resident support Similar customer-service operations 2. 24/7 Operational Capacity You must already have, or be able to establish: 24/7/365 staffing Supervisory coverage Quality assurance Backup personnel Redundant telecommunications Internet/power backup Business continuity procedures Disaster recovery procedures 3. Comparable References The government solicitation requires at least three client references for similar work performed within the last five years. Preference will be given to agencies that have served: Housing authorities Property-management companies Municipalities Government agencies Utilities Healthcare organizations Emergency response operations Large U.S. organizations 4. English Language Quality Agents must have excellent professional English communication skills appropriate for communicating with U.S. residents during stressful or emergency situations. Neutral or highly understandable English pronunciation is strongly preferred. 5. Multilingual Capability Please describe: Languages supported by your internal staff Interpreter services available Third-party interpretation platforms you currently use Pricing associated with language support 6. Technology Please describe your current technology environment, including: Call-center platform VoIP/telephony system Call recording capabilities CRM/ticketing system Reporting dashboards Escalation technology SMS/email notification capability Data security Redundancy Backup infrastructure Government Contract / Compliance Expectations This opportunity involves a U.S. public-sector client. The selected partner must therefore be willing to provide reasonable documentation regarding its: Business ownership Company registration Management team Key personnel Relevant experience Client references Financial stability Insurance Data-security practices Business-continuity procedures Subcontractors, if any All subcontractors and operational partners used for this project will need to be disclosed as required by the solicitation. Depending on the final partnership structure, the selected organization may participate as a subcontractor, strategic delivery partner, or formal joint-venture partner. The exact structure will be determined before proposal submission based on legal, procurement, compliance, operational, and commercial considerations. Insurance The government solicitation contains significant insurance requirements. The prime contractor and applicable subcontractors may be required to maintain coverage including: Workers' Compensation Employer's Liability Commercial General Liability Automobile Liability, where applicable Umbrella/Excess Liability Professional Liability, where applicable Other required coverage We will discuss the appropriate allocation of insurance responsibilities with shortlisted agencies.
