Overview I'm launching a B2B information service for the civil construction industry and need a detail-oriented researcher to help build our agency database. The work involves visiting government agency websites across multiple US states and finding specific URLs and information for each one. This is focused web research and data entry — no cold calling, no writing, no design. This is an immediate start project with the potential for ongoing work as we expand to additional states. What You'll Be Doing You'll receive a structured spreadsheet with approximately 1,267 government agencies already identified across 12 US states. These include cities, counties, water districts, universities, airports, transit agencies, ports, and special districts. For each agency you will find and record two specific URLs and two data points: The RFP/bid listing page — the page on the agency's website where they post requests for proposals, invitations to bid, or procurement solicitations. This is sometimes called a Purchasing page, Procurement page, Bids & RFPs page, or Contracts page. The meeting minutes page — the page where the agency posts city council, board, or commission meeting minutes and agendas. This is sometimes called Agendas & Minutes, Board Meetings, or City Council Records. The portal platform type — identify which platform the RFP page uses. You'll be given a reference list of the eight platform types to look for (examples include OpenGov, DemandStar, Bonfire, BidLocker, and others). If it's a custom government website that doesn't use a named platform, mark it Custom HTML. The minutes quality rating — while you're on the meeting minutes page, give it a quick 1-3 rating. 1 means sparse, summary only, or months behind on posting. 2 means decent but inconsistent. 3 means detailed, verbatim minutes posted within two weeks of the meeting. If there's no minutes page at all, leave it blank. Research Process For each agency your search process is straightforward. Google the agency name plus the words bids RFP procurement to find the RFP page. Then navigate the agency's main website to find the meeting minutes section — it's almost always under Government, City Council, or Board Meetings in the main navigation. Mark the Research Status column Complete when both URLs are found, Needs Research if you can't locate one, and Call Required if the agency appears to have no web presence at all. What Good Performance Looks Like Accurate URLs that go directly to the correct page, not just the agency homepage. Correct platform type identification — the reference guide makes this straightforward. Consistent quality ratings that reflect what you actually saw on the minutes page. A completion rate of 40-50 agencies per hour is the target pace. Attention to detail matters more than speed — one wrong URL wastes more time than it saves. Requirements Experience with web research or data entry projects on Upwork with verifiable reviews. Fluency in English — you need to read government website navigation accurately. Reliable internet connection and availability to work focused blocks of time. Familiarity with US government website structures is a plus but not required — most of what you need to know will be in the reference guide provided.
