5 Images need upscaling and resizing

I have 5 images (one of the images is attached), that are 96 dpi. I need them upscaled to 300 DPI for printing as well as the aspect ratio adjusted to fit on a 8.5 x 11 paper. I have all 5 images in 96 dpi and the 8.5 x 11 printing template file. I want these truly upscaled, not just converted / resaved at 300 dpi and the need to be transformed to fit the 8.5 x 11 template. This means there will need to be some recreating of portions of the art like the borders as we can't simply skew it into the proper size and aspect ratio. This is a fairly urgent need, I need all 5 images returned within a week. Please find one of the 5 images attached, all the other images are nearly identical, just different characters. Quality and timing are priority, pricing is secondary.
