Overview We are looking for an instructional designer to build an online training course. We will provide the written content and the plan. Your job is to turn that content into a finished, self-paced online course that works on a standard learning platform. The course must be fully accessible, meaning it has to meet U.S. accessibility standards (Section 508 and WCAG 2.1 AA): captions on video, transcripts for audio, text descriptions for images, full keyboard navigation, and readable color contrast. You would build the course, test it for accessibility, package it for the learning platform, and provide the accessibility report that documents it. This is a contingent role. We are selecting the designer now and need that person committed up front, but the build itself depends on our project being funded. We would ask for a resume and a signed letter of intent now, and the paid build would begin later if the project moves forward. Required Demonstrated e-learning development in Articulate Storyline and Rise 360, or comparable SCORM/xAPI authoring tools, with flexibility to work in the tool the agency prescribes. Hands-on Section 508 and WCAG 2.1 Level AA conformance experience for web-based training. Experience authoring and validating Accessibility Conformance Reports (VPAT Version 2.1 or later). ADDIE instructional design. A portfolio of courses that have passed federal or institutional accessibility review. Preferred Prior U.S. federal agency e-learning work Healthcare, behavioral health, justice, or corrections training content experience SCORM and xAPI packaging for delivery on an external learning management system Plain-language writing To be considered, include Links to two or three courses you built that met Section 508 and WCAG AA, noting your specific role on each. A sample Accessibility Conformance Report you authored, or a description of your conformance testing process and the tools you use.
