Landing Page/SEO/Branding consistency

Summary

I have a primary website offering drafting services ranging the state of California, USA but want to create landing pages with Google analytics optimization for specific metropolitans (I.e. San Francisco, San Diego, Sacramento, etc.). The goal is to improve SEO & reduce marketing costs. Because I do not know the time requirements for such a project, I have left the pay blank to not eliminate talent with constraints. Happy to discuss adaquate compensation.
