Licensed Attorney (Municipal / Local Government Law) for Structured Legal Classification Project

We are a legal technology company serving the state and local government sector. We are hiring an experienced attorney as an independent contractor for an ongoing legal classification project: reviewing state legislation and local government regulations and applying a written framework we provide to record expert determinations. What the work looks like: - Review state legislative provisions and related local government materials in our web-based tool - Apply our written classification framework to determine how each item should be categorized, including whether state law preemption or state-imposed requirements are implicated - Write a brief rationale (2 to 5 sentences) supporting each determination, citing the relevant legal language - Flag genuinely ambiguous items for senior attorney review rather than guessing - Join a short weekly calibration call to resolve flagged items and stay consistent with the rest of the team This is remote, asynchronous desk work you can do on your own schedule. Full training materials and the framework documentation are provided. The engagement is likely to run 6 to 12 months with steady volume and expanding scope across multiple states. Important framing: This is legal subject-matter consulting for internal research and development purposes. You will not be providing legal advice, representing any client, or forming an attorney-client relationship with us or with any third party. Your determinations are used internally and are not delivered as legal work product. Required qualifications: - JD from an ABA-accredited law school - Active bar license in good standing in at least one US state (please state which in your proposal) - 5+ years of practice experience in municipal law, local government law, land use, or a closely related field (city attorney or county attorney office experience strongly preferred) - Direct familiarity with state-local preemption analysis, including express, conflict, and field preemption, and the distinction between Dillon's Rule and home rule jurisdictions - Comfortable working within a structured framework where consistency matters more than individual style - Reliable availability of at least 10 hours per week Strongly preferred: - Experience drafting or reviewing local ordinances, or advising a governing body on state law compliance - Retired or semi-retired municipal practitioners are an excellent fit and encouraged to apply How hiring works: 1. Short video call (30 minutes) to discuss your background and walk through sample items 2. Paid trial exercise scored against a reference set, at your full hourly rate 3. Contractors who meet our consistency threshold move to ongoing production work 4. A confidentiality agreement and IP assignment are required before accessing project materials We evaluate the trial on agreement with our reference determinations, not speed. Careful adherence to the framework and well-reasoned flagging of genuinely ambiguous items are what we are looking for. In your proposal, please include: 1. The state(s) where you are licensed and your bar number(s) 2. A brief description of your municipal or local government law experience, including any city/county attorney office roles 3. Whether your primary state follows Dillon's Rule or home rule, and one sentence on how that affects preemption analysis there 4. Your weekly availability and earliest start date Proposals that do not address item 3 will not be considered.
