Logo Conversion to Vector

I need my existing logo converted into a clean, hand-redrawn vector master file. The logo is a detailed cartoon illustration: three cartoon beaver mascots wearing construction hard hats and holding tools (a pry bar, a hammer, and a box), positioned above a red and navy shield-style badge reading "AIDED WATER DAMAGE RESTORATION." I currently only have it as a 1024×1024 PNG. This must be hand-redrawn as true vector art, NOT auto-traced or image-traced. The cartoon characters must be cleanly rebuilt so the logo stays sharp at any size, from a small email signature up to an 8-foot printed street banner. Deliverables: editable layered Adobe Illustrator (.AI) file, an EPS, an SVG, and a transparent high-resolution PNG (5000px+). Full commercial rights transferred to me. Before final payment, the freelancer must send a zoomed-in screenshot showing the editable vector paths, so I can confirm the work is genuinely hand-redrawn and not a trace.
