Meta Ads Business Manager access — need a quick consultation

I lost full-control (admin) access to my own Meta business portfolio. I always logged in via Instagram, never Facebook. After linking my Instagram to my Facebook Page, my access dropped — now Business Settings says "you don't have access," the Ads tool is blocked, and my pending access request has no one to approve it (I'm the only owner). I'm not necessarily looking for someone to do it all — I mainly need a consultation: tell me exactly what steps to take to get my admin access back. I can prove ownership (I own the domain, the account email, the ad payment card, and my Pixel is installed on my site).
