Meta CAPI Setup — Fix Token Scope & Hit 8+/10 EMQ

Summary

We run Facebook/Instagram ads for a B2B marketing agency through Meta Business Manager. Our pixel fires browser events (PageView, Lead) correctly, but our Conversions API (CAPI) server-side events are not reaching Meta. Our current Event Match Quality score is 2.8/10 — we need it at 8/10 or higher. Quote a fixed price please. Current Setup: Meta Pixel ID: active, browser events working GoHighLevel (GHL) CRM captures leads from landing page forms GHL has a "Send Lead Event to Meta" workflow action configured (currently disabled) Business Manager with system users set up App: "Conversions API Application" (auto-created by Meta) The Problem: The system user access token generated through Events Manager only has read_ads_dataset_quality scope (read-only). We need ads_management scope (read+write) so server-side Lead events actually reach Meta. We've tried: Regenerating token through Events Manager wizard (always gives read-only) Creating new system users (Generate Token button stays greyed out) Assigning apps and assets to system users Switching GHL connection types Nothing has produced a token with the correct scope. What We Need You To Do: You must have deep expertise working with Meta, Meta CAPI and debugging issues in Meta GHL is working and pushing data but Meta is not accepting the data being pushed, App is set to read and write, still data does not showing up in dataset event overview. Get a properly scoped access token (ads_management) working — whether through the existing system user, a new custom app, or another method Connect it to our GoHighLevel CRM's CAPI workflow so Lead events fire server-side when form submissions come in Verify events appear in Meta Events Manager (Test Events tab + Overview) Achieve an Event Match Quality score of 8/10 or higher Essentially you must have deep / expert CAPI troubleshooting experience, can quickly and accurately diagnose why Meta isn't receiving/processing the events despite correct token setup etc. both in GHL Flow (GHL shows passing data) and Meta. What Success Looks Like: Server-side Lead events visible in Events Manager alongside browser events Event Match Quality score at 8+/10 Matched events showing in the Overview tab (browser + server paired) GHL workflow firing CAPI events automatically on new form leads Payment Terms: This is a results-only engagement. Payment is contingent on achieving an Event Match Quality score of 8/10 or higher with CAPI events successfully flowing. If the CAPI setup cannot be completed to this standard, no payment is due. Required Skills: Meta Business Manager administration Conversions API (CAPI) setup and troubleshooting System user token generation and permission management GoHighLevel CRM (or willingness to learn the CAPI workflow action) Facebook pixel and Events Manager expertise To Apply: Provide total hours or a fixed quote. Again this is a performance based position, you will only get paid once the goals are met.
