Meta Developer Platform Restriction

I need help with a Meta Developer Platform restriction tied to my personal Facebook developer account. The issue: I am trying to generate an access token for my Meta Pixel, but I receive this error: “Failed to generate access token. You’re unable to generate access tokens because you violated our Platform Terms or Developer Policies.” This may be related to an old app or developer account restriction from 14+ years ago. When I try to access the Meta developer appeal page, I am unable to proceed because the account appears restricted there as well: https://developers.facebook.com/appeal When I try to use Graph API Explorer for testing, I am also restricted from accessing this page: https://developers.facebook.com/tools/explorer/ I am looking for someone with real experience handling Meta Developer Platform restrictions, Graph API access issues, app enforcement issues, Business Manager / Pixel access, and legitimate Meta support or escalation channels. I have exhausted the business support ticket process from my end within my business ads account without any resolution.
