OVERVIEW We need an experienced Meta / WhatsApp Business API specialist to help recover a permanently disabled WhatsApp Business Account (WABA) - and if recovery is not possible, execute a compliant clean restart. IMPORTANT CONTEXT: Our account was disabled WITHOUT ever sending a single message. This is purely an account integrity / business verification issue, not a spam or messaging quality ban. We have complete, legitimate UAE business documentation. CURRENT SITUATION • Business entity: Anabta FZE — UAE Free Zone Establishment (Sharjah Publishing City Free Zone) • Status: DISABLED (June 18, 2026) • Violation stated: "breach of Terms of Acceptable Use" • First appeal: Submitted and DENIED ("Business remains disabled") • Messages sent: ZERO - no messages were ever sent to any user • Business verification: FAILED ("Your business can't be verified") • Phone number: +962 (Jordan) on a UAE entity - geographic mismatch identified as likely root cause • Phone number status: Banned • Templates: 8 submitted (7 rejected on ban date, 1 was previously approved) • Business-initiated conversations: 0 of 250 SCOPE OF WORK PHASE 1: Assessment & Strategy - Review our Meta Business Manager, Business Support Home, and all violation details - Assess feasibility of a second appeal vs. clean restart on a new Business Portfolio - Identify any hidden risk factors (association flags, device fingerprints, etc.) - Provide a clear written recommendation with reasoning PHASE 2A: Second Appeal (if viable) - Correct any information mismatches in current Meta Business Manager - Draft and submit a properly structured second appeal with supporting documentation - Monitor appeal status and handle any follow-up from Meta - If you have Meta Partner or direct Meta Support escalation channels, use them PHASE 2B: Clean Restart (if appeal is not viable or fails) - Guide creation of a new Meta Business Manager (advise on association avoidance) - Set up new Business Portfolio for Anabta FZE - Submit and manage business verification to successful completion - Create new WABA and register UAE phone number - Get display name approved - Submit message templates (we have 8-12 ready, correctly categorized) - Confirm the account is fully operational and can send messages PHASE 3: Compliance Handoff - Verify our template categorization is correct (Marketing vs Utility) - Review our opt-in collection plan - Confirm our messaging architecture won't trigger future restrictions - Provide a written compliance checklist for ongoing operations WHAT WE'RE LOOKING FOR MUST HAVE: Proven experience recovering restricted/disabled WABAs (please share specific examples) Deep knowledge of Meta Business Manager and WhatsApp Business Platform policies Understanding of business verification process and common failure points Experience with Meta Support escalations or Meta Partner channels Clear communication in English STRONGLY PREFERRED: Meta Business Partner badge or direct Meta support access Experience with UAE/MENA region business verification specifically Experience with SaaS platforms that use WhatsApp API for multi-merchant messaging Familiarity with WhatsApp template categorization (Marketing vs Utility) enforcement changes (April 2025+) IN YOUR PROPOSAL, PLEASE INCLUDE 1.
