VB.NET/MySQL PDF quote module

I need a PDF quote generation module added to my existing VB.NET Windows Forms inventory/quote system. Current system uses VB.NET WinForms with MySQL. The goal is to generate a professional quote PDF from a saved Quote ID. Required features: 1. Create/save quote records in MySQL. 2. Add quote header info: customer, quote date, valid until, quote number, payment terms, lead time, notes. 3. Add quote line items with product/formula name, quantity, unit price, total price, packaging notes, and lead time. 4. Generate a clean branded PDF with ISC Nutra logo and company info. 5. Save the generated PDF file path back to MySQL. 6. Allow regenerating/revising PDFs. 7. Add buttons in the system: Preview Quote, Generate PDF, Open PDF. 8. Optional: Email PDF quote to customer. Preferred technical approach: Use QuestPDF or HTML-to-PDF. The developer should recommend the best option and explain why.
