Need to set up India proxy from Spain

I need someone to help me choose and buy a proxy. My friend is in Spain and he wants to scrap an Indian website (https://igrmaharashtra.gov.in/). I just want someone to suggest and help me buy it. I will pay the cost of the project & also the cost of the proxy (but only if it keeps on working well, for next 2-3 days).
