Need some assistance with STRTP or RCFE program statement paperwork

Summary

My organization is putting together a STRTP program for disabled kids where we provide housing stability from kids that are from the regional center. We are also looking at as a backup to design a senior housing program. We have to have certain documents in the binder and need somebody to oversee program statement before submission. Need someone with experience of program statement writing.
