Newspaper Article Design for Framing

This is my first time using Upwork so I apologize for any missteps on my end. I am looking for someone to create a printable feature for an award I recently received. The product would be printed to be framed with a cardstock border perhaps creating 2-3 sections within the frame. I am hoping for a feature that includes a bit from the article and a bit that highlights my inclusion on the 2026 Rising Stars list from USA Today and Statista. I would like the entire feature to fit into a 13 inch by 17 inch frame, the orientation of the frame is also flexible (portrait vs landscape). The dimensions are not absolute, just estimates. I plan to have the feature professionally printed and framed to hang in my office.
