Offshore Oil and Gas Construction Manager

We are assembling an Independent Engineer (IE) team for a federal energy financing program run by the U.S. Department of Energy (DOE). We need a senior offshore platform and pipeline manager to anchor construction and operations monitoring of a multi-platform shallow-water Gulf of America program (platform repairs, restarts, a replacement, and new pipeline). Mandatory DOE requirements (you will not be considered if any is unmet): U.S. citizen or lawful permanent resident. This is a firm federal rule that extends to every consultant and subcontractor. No exceptions, no remote work from outside the United States. At least 5 years of executive-level experience managing, overseeing, or evaluating the construction and operation of offshore oil and gas platforms and pipelines. Bachelor's degree or higher from an accredited university or college in an engineering discipline, physical sciences, or technical / construction management. A master's degree may substitute for two years of the required experience. No Organizational Conflict of Interest (OCI). You cannot have financial, contractual, or organizational ties to the asset's operators or their financing parties. We will screen, and your written OCI disclosure is due with our proposal. Available to support a period of performance that runs through approximately December 31, 2036. Scope of work: Independent oversight of Engineering, Procurement, and Construction (EPC) and equipment-supply execution against cost, schedule, and quality baselines. Review of construction plans, configuration and change-order control, Quality Assurance and Quality Control (QA/QC), Occupational Safety and Health Administration (OSHA) compliance, and contractor earned-value management systems. Monthly progress reports, disbursement (draw) certifications, performance-test witnessing, and completion certificates. Periodic offshore site visits across a multi-year construction and operations monitoring period. Application of probabilistic and statistical methods, including fault tree analysis (FTA) and failure mode and effects analysis (FMEA), to reliability and safety. Preferred: prior service reporting to lenders or institutional owners in a monitoring or Independent Engineer capacity; Professional Engineer (PE) license.
