PERKINS V / CTE CURRICULUM ALIGNMENT EXPERT Project Overview We are a small company launching an innovative, Al-driven, online middle and high school student success program focusing on "Purpose". (See more at DreamRoads.com). We are updating our platform to include an Al-driven personalization layer that connects student attributes to real-world career paths. We are seeking a Perkins V / CTE Strategic Expert to audit our framework and design the structural guardrails required for school districts to fund our program using Federal Perkins V grants. This is not a core content-writing role; rather you will serve as the architect ensuring our "pre-pathway curriculum" meets strict federal, state (Arizona), and institutional compliance standards. You will provide explicit guidance to the curriculum writers before they begin to write, and review what they have composed when completed to assure that it meets the requirements for Perkins V Funding. Key Requirements • Perkins V Mapping: Map our Scope & Sequence and 6 core units (Dreams, Resource, Enthusiasms, Attributes, Motivations, and Strengths) across 6-12th grades to Section 135 requirements for career exploration and development. • National Career Cluster Crosswalk: Create a systematic alignment matrix linking our framework and upcoming Al matching engine to the 16 National Career Clusters (and common state variations) • Labor Market information (LMI) Strategy: Advise our development team on how to structurally filter Al-generated job recommendations for students using regfonal "High-Wage, High skill, and In-Demand" labor market data. • The B2B Compliance Playbook: Draft a comprehensive "Perkins Funding Justification Guide" for both Middle School and High School that our sales team can hand to school Superintendents, District Managers, and CTE Directors to streamline the procurement process. • Instructional Design Guardrails: Provide clear pedagogical specifications (addressing CLNA hooks, SEL/CASEL alignments, and age-appropriate scaffolded benchmarks for grades 6-8 and 9-12) that our freelance instructional designers will use to build the final curricula. • Incorporate Arizona-specific Standards: Do all of the above to meet any Arizona-specific Perkins V and/or other CTE funding requirements as well. • Review Final Curricula: Review final curricula produced by Instructional Designers for 6-8 and 9-12 grades for desired compliance Required Qualifications • Deep, demonstrable expertise in Perkins V legislation and K-12 CTE funding • Experience working as a former State/District CTE Director, grant administrator, or specialized CTE consultant • Deep understanding of how school districts utilize the Comprehensive Local Needs Assessment (CLNA) to purchase vendor programs. • Familiarity with educational data compliance standards (FERPA/COPPA awareness is a plus, as our platform utilizes Al) • Ability to translate complex federal bureaucracy into actionable curricula requirements. • Excellent written communication skills (without using Al) • Ability to meet tight timelines Timing Deliverables (with the exception of reviewing the newly-written curricula) described above must be completed by September 1, 2026. New curricula should be available by October 15 for final review. Payment Payment will be a flat fee. No hourly billing.
