Photo poster needed with minimal text added URGENT- will pay for rush job

Summary

Immediate need to create a 24x36 vertical poster with photo background & minimal text added on top and bottom. I do not have a lot of time so I need an expert for this job. 1. Check the dpi of the photo- high enough to print it the size I mentioned above? 2. On the Allie-and-Ryan2 file, on the top, please add Congratulations (use a fun/easy to read script text) and Add Allie & Ryan (simple sans serif font). Do NOT add a black outline around the white text. Blur the background just a bit and add a few twinkle lights dotted on the tree and along the edge of the umbrella.
