AI Platform for Resident Feedback

We are looking for an experienced AI developer or team to build a platform that helps municipalities, public authorities, and organizations collect open-ended feedback from residents and automatically identify recurring needs, patterns, and key themes. Project Goal The platform should allow residents to answer open questions in natural language through channels such as: Web form or dedicated website WhatsApp SMS Email Shareable public link The system should analyze the responses using AI and convert them into structured insights. For example, residents may write: “There is not enough shade in playgrounds.” “Public transportation is not available in the evening.” “The commercial area is not clean.” “We need more activities for teenagers.” The system should identify themes such as: Public infrastructure — shade in public spaces Transportation — evening routes and neighborhood connectivity Sanitation — recurring cleanliness issues Community — activities for teenagers It should also show the number of responses, relevant locations, representative examples, and recommended actions. Main Requirements 1. Multi-Channel Feedback Collection Support one or more channels such as web forms, a dedicated website, WhatsApp, SMS, or email. 2. Dynamic AI-Based Questions The system should not operate only as a fixed survey. It should generate relevant follow-up questions based on the resident’s response. Example: If a resident mentions transportation, the system may ask: Which area of the city is affected? At what times is the issue most significant? 3. AI Analysis of Open-Ended Responses Automatically classify responses into categories such as: Transportation Education Sanitation Public safety Infrastructure Community services 4. Theme and Pattern Detection The system must identify similar ideas even when residents use different wording. This should be based on semantic analysis, not only keyword counting. 5. Management Dashboard The dashboard should include: Charts and trends Filtering by neighborhood, area, topic, age group, date, or status Main themes and sub-themes Number of responses per theme Representative resident comments Suggested actions or priorities 6. Automated Reports and Exports Generate management summaries that can be exported to: PowerPoint Word or PDF Excel Email summaries Possible Technology Stack We are open to technical recommendations. Possible technologies may include: Power Apps A custom web application Microsoft Forms or custom forms Azure OpenAI Azure AI Search Dataverse SharePoint Power BI WhatsApp Business API The solution may also include RAG capabilities using Azure AI Search, allowing the AI to combine resident feedback with existing municipal documents, policies, service information, or organizational knowledge. Required Experience Please apply only if you have proven experience in at least some of the following areas: AI-based text classification and thematic analysis NLP and semantic clustering Azure OpenAI or similar LLM platforms Azure AI Search and RAG Dynamic conversational questionnaires WhatsApp Business API integrations Power Platform, Dataverse, or SharePoint Dashboard development Municipal, public-sector, survey, or citizen-engagement platforms Application Requirements Please include: Relevant examples of similar systems you have built Your recommended architecture Suggested technology stack Estimated development phases and timeline Fixed-price estimate or estimated number of hours Expected Azure, AI, WhatsApp, and third-party operating costs Information about data security, privacy, and multilingual support Experience with Hebrew and Arabic content is a significant advantage.
