Production-Intent Waterproof Enclosure Design for Outdoor GPS Tracking Device

I am looking for an experienced mechanical engineer or industrial designer to create a production-intent, waterproof enclosure for an outdoor GPS tracking device. I already have a PCB board engineer working on the electronics, so the enclosure designer must be able to work alongside him and design around PCB, battery, solar panel, antenna, waterproofing, and manufacturability constraints. This is not just a visual concept. I am looking for a practical enclosure design that can move toward factory manufacturing, mold quotes, and production after prototype validation.
