Python Developer for Court Records & Public Data Automation Tool
Worldwide
Python Developer for Court Records & Public Data Automation Tool I’m looking for an experienced Python developer/data automation specialist to build a private internal research tool that automates research across property records, court records, and recorded lien/judgment databases. This is not a SaaS product. It is a private tool for my own use, so I am more interested in accuracy, reliability, and automation than an elaborate user interface. What I Need..... I will provide a CSV containing property addresses. The tool should automate a workflow that: 1. Takes the property address from the CSV. 2. Identifies the current property owner using tax assessor/property-record data or another reliable data source. 3. Normalizes the owner's name and creates appropriate name variations for searching. 4. Searches appropriate court-record sources for potential monetary judgments associated with that owner. 5. Extracts relevant information such as creditor/plaintiff, debtor/defendant, judgment amount, judgment date, case number, court, and case status. 6. Uses entity/name matching to determine how likely it is that the judgment belongs to the same person identified as the property owner. 7. Searches applicable public-record databases for an apparent corresponding recorded judgment lien/FIFA. 8. Flags judgments where no apparent corresponding recorded record is located. 9. Provides the original source/reference for every result so that I can manually verify it. 10. Outputs the results into a searchable/filterable format and allows CSV or Excel export. The ideal end result is very simple from my perspective: Upload CSV → Run Research → Review Flagged Results Skills I'm Looking For Strong experience with: * Python * Web scraping and browser automation * Playwright, Selenium, Scrapy, or similar * APIs and data providers * Public-record data extraction * Fuzzy name matching/entity resolution * OpenAI/LLM integration * Extracting structured information from documents and court records * CSV/data processing * Databases * Building lightweight internal research tools Court/Public Records Experience Is Important I am especially interested in developers who have previously worked with: * State or county court-record systems * Civil court cases and judgments * County clerk/recorder databases * Property tax assessor records * Legal/public-record datasets * Judgment lien/FIFA records * Government websites with inconsistent search interfaces If you have previously built a court-record scraper, property-record research tool, legal-data application, public-record aggregator, or similar system, please mention it in your proposal. Accuracy & Source Verification This tool should not simply return AI-generated answers. Every potential match should include the underlying source information so I can independently verify the property owner, court judgment, and recorded-record search. The system should also use confidence scoring to reduce false matches, particularly when dealing with common names. Initial Project I want to start with a small proof of concept covering one state/jurisdiction before building the complete tool. The first milestone will use approximately 50–100 sample properties to prove the core workflow: Property Address → Owner → Potential Judgment → Owner/Judgment Match → Recorded Record Search → Verified Result If the proof of concept is successful, the next phase will involve testing a much larger dataset and then turning the workflow into a private tool I can operate myself. There will likely be ongoing work for the right developer as additional data sources/jurisdictions are added and existing integrations require maintenance. When Applying Please briefly answer: 1. Have you worked with court records, property records, legal records, or other government/public-record databases before? Please describe the project. 2. What tools/technologies would you likely use for this project? 3. How would you approach matching a property owner to a court defendant while reducing false positives? 4. Have you built systems that combine multiple data sources and automatically compare/match records? 5. Please provide examples of similar scraping, public-record, legal-data, or entity-matching projects. Please do not send a generic AI/chatbot portfolio. I am specifically looking for someone experienced with data extraction, record matching, and ideally court/public-record systems.
