Rebuild an existing HTML mobile UI as a native Figma component library

I have a finished, redesigned mobile app UI built as a working HTML file, with all components and screen flows already done. I want it rebuilt in Figma as a proper component library. This is a translation job, not a redesign. The Figma file must match the HTML exactly (same colors, spacing, type, layout, and component boundaries). By "proper component library" I mean: Design tokens set up as Figma variables first (colors, spacing, type scale, radii), pulled straight from the CSS in the HTML. Components built with variants for their states and sizes. Screens assembled from component instances, not flat frames. Layers named to match the component vocabulary in the code. What I will provide: the HTML file containing every component and flow. Deliverable: one Figma file with the variable set, the component library, and the full set of screens built from instances of those components. What I do not want: a flat plugin import (frames that look right but are not real components), or any change to the visual design. The design is settled. Skills: fluent in Figma component libraries, variables, Auto Layout, and variants. This is a small, well defined project. I expect a few days of work. Please estimate hours in your proposal.
