Recreate DNN 9.x skin to DNN 10.3+

Summary

Need someone familiar with DNN skins to recreate a DNN skin from an older DNN 9.x to DNN 10.3+. It is for a single company and one language so some things can be hard coded as opposed to dynamic. It needs to have the same look, layout, objects, and side-menu with fly-outs for child tabs as the existing site. There will only be 2 layers of menu tabs (parent & child). English will be used for communication. I will want the source code so I can make adjustments later, not DLLs.
