Regulatory Review, Benchmarking & Assessment of the Draft District Cooling Regulations for Oman

The Authority for Public Services Regulation (APSR) of Oman is seeking highly qualified independent consultants or boutique consulting agencies to support the finalization of its District Cooling Regulatory Framework. The Consultant shall perform an independent, expert review of APSR's draft regulatory package, benchmark it against regional and international practices, and conduct a Regulatory Impact Assessment (RIA). Milestones & Deliverables (Scope 1) All deliverables must meet the acceptance criteria to trigger escrow release: Milestone Phase & Deliverables Target Timeline Escrow Release % Milestone 1 Phase 0: Inception & Mobilization • Deliverable: Inception Report, baseline Risk Register, and detailed Work Plan. End of Week 2 10% Milestone 2 Phase 1: Comprehensive Document Review • Deliverable: Annotated draft regulations (track-changes) and a structured Comment Matrix in Excel. • Deliverable: Gap and Risk Assessment Report (Word). End of Week 5 40% Milestone 3 Phase 2: International Benchmarking • Deliverable: Benchmarking Comparative Matrix (Excel) covering at least 8 jurisdictions (e.g., Dubai RSB [2], WERA KSA [3], Singapore EMA) and a Synthesis Report. End of Week 7 25% Milestone 4 Phase 3: Regulatory Impact Assessment (RIA) • Deliverable: OECD-aligned RIA Report [4] and quantitative Cost-Benefit Analysis (CBA) workbook in Excel. End of Week 10 25%
